It should pressurize the fuel system on the first turn of the key to on. From there it should hold pressure and the pump should run while cranking to keep pressure to the system. If turned off and back on soon after the pump will not run if the pressure is still there.

It sounds like you still might not be getting enough power to start the machine. If you have a charger, hook it up to the battery and turn it on and try to start it again. Cross out the relay terminals with a screw driver and see if the starter runs. If it does, you need a relay.

Sometimes it's just a faulty relay or a bad connection. If the pump is getting power but still don't spool up when you cycle the key, then the pump is bad.

It cranks over fine, has compression, has spark. I pulled off the fuel line to carb and turned it over and plenty of fuel supply.Turn ignition to ON (but not to START): Click 1.
